Newport Pagnell Town Council is considering options for the operation of its leisure facilities


Newport Pagnell Town Council is considering options for the operation of its leisure facilities, and is inviting expressions of interest for a contract to run Middleton Swimming Pool, Willen Road Sports Ground, Lovat Meadow Caravan Park and other potential community halls assets.

The Town Council currently lease many of these assets from Milton Keynes Council, although some are in the ownership of the Town Council. The Town Council is seeking to obtain ownership of leased assets through an asset transfer programme.

The facilities are located in the thriving and historical town of Newport Pagnell. The indoor pool is 33m long, and of a depth that is attractive to those undertaking lessons. There is also a small pool suitable for young children. There is an extended need for lesson provision owing to large housing developments in nearby parishes. Vending facilities are on site at Middleton Pool. Opportunities may exist to use the community hall/s for limited scale dry side facilities. One to three community centres of varying sizes may be included in this package of assets. Willen Road Sports Ground is home to the Newport Pagnell Football Club, the Newport Pagnell Cricket Club and the Newport Pagnell Tennis Club. Lovat Meadow Caravan Park is subject to winter flooding, and operates only during the summer season.

It is envisaged that in the fullness of time a partnership agreement can be entered into with a suitable contractor. There will be a requirement to TUPE staff into the contractor’s organisation. The Council has, following a commissioning review, established a preference for running the facilities through an established charitable leisure trust, although other forms of organisations will be considered on merit. Income, management of costs, long term viability, marketing of the attractions, and preferential rates for Newport Pagnell residents will be taken into consideration. Discussions with selected suppliers will take place, before a formal tender is issued.
