Reading Borough Council is transforming its leisure offer. We are creating a range of modern and state of the art facilities. We are letting a new contract for the design, build and operation of Reading’s Leisure Centres. This includes, a new flagship leisure centre at Rivermead (competition swimming, diving, gym and sports hall), a new swimming pool at Palmer Park Sports Stadium, and improvements to our other 2 sports centres. This equates to a £40m investment over 3 years into this high-profile transformational project.

This significant investment into facilities is part of a new 25 year contract with Greenwich Leisure Ltd. Service delivery will be overseen and moulded by 2 new posts, a Contract Manager and Contract Officer. Together these posts will manage and develop this partnership ensuring the service meets the needs of Reading’s community, delivering high quality and inclusive services.

About the roles
Alongside the Contract Manager you will be employed from the start of the new contract and will play a major part in shaping the leisure service into the future. You will undertake a key role in the management and administration of the Council’s leisure contract, ensuring high quality services including both contractual and statutory compliance. This will include both inspection of facilities, reviewing performance reports, supporting user/sport fora and other consultative processes.

The development of relationships with GLL, key partners, stakeholders and customers will be a key part of the role and instrumental in measuring performance of the service and future development.

As part of the Leisure and Recreation Team you will deliver projects and schemes to increase participation in physical activity, health schemes and use of recreational facilities. This will include identifying future opportunities and participation in funding applications.

About you
• We are looking for a proactive, determined and positive individual to join us at the start of this exciting journey.
• You will need experience in leisure centre contract or operational management or, alternatively, development and delivery of physical activity/health programmes.
• As a key part of the contract is improving physical activity rates and delivering services to improve health, experience in this area is beneficial.
• A large part of the role will be both monitoring service standards but also working with public health, key target groups, users and clubs. This will require good organisational, communication, team and facilitation skills to balance differing needs and aid the development of partnership working.
• The role includes both advocacy for key groups and undertaking assessment of the contractor’s performance, therefore, confidence in maintaining the council’s position will be key.
