Fixed Term Contract 1 Year, 36 hours per week

The end of the Council’s contract for Leisure Services in June 2023 provides the opportunity to think creatively about how to deliver these services in future, redesigning them to better serve our residents. Following an initial options appraisal, the Cabinet has recently confirmed that an in-sourced model is its current preferred option, in order to provide our borough with an enriched sports, exercise and leisure offer.

We are looking for an experienced Programme Manager to support our Leisure Management team to deliver the next phase of the process. You’ll take the lead on shaping the project, developing the relevant workstreams and mobilising internal colleagues and external partnerships through an effective governance structure. You’ll also take the lead in developing a detailed options appraisal to inform a Cabinet decision in the Autumn.

You’ll have an in-depth knowledge of leisure operations, either from managing projects or service delivery in a Council or provider environment. You’ll be familiar with the issues facing the leisure industry post-covid particularly in relation to service redesign, finance models, constraints and risks. You’ll also have experience of implementing complex change programmes, engaging strategic leaders and ensuring business readiness for change.
