Report urges 'tighter' controls over trust finances
A report by the States of Jersey has called for "tightened" financial controls over the island's heritage trust after criticising the way the organisation had been run.
The Public Accounts Committee carried out a financial review into Jersey Heritage Trust after the island's government was asked for additional funding to help keep historic sites and museums open. According to the report, the trust had failed to "budget realistically" and expected state support, with the Education, Sport and Culture Department failing to hold the organisation to account.
The review also criticised a lack of a clearly defined relationship between the department and the trust and highlighted the need for a service level agreement to be implemented. One recommendation stated: "Financial controls need to be tightened and all trustees need to understand that responsibility comes with a place on the board, it is not just a position to make a curriculum vitae look good.
"All trustees should be fully aware of the trust's financial position, and understand their responsibility to ensure that financial management is to the required standard."
