Derek Mapp, former chair of Sport England, has accused the government of being unable to deliver a sporting legacy for the 2012 Olympics.
In an interview with the Evening Standard, Mapp also said that Sport England needs to review its funding policies to be more inclusive. "When I headed up Sport England, I dared to challenge the government," he told the newspaper. "If the Lawn Tennis Association has millions of pounds in the bank from private sponsorship, why are we using government money to bankroll them? Same story with the Football Association. "Around 70 per cent of our funding went to the big four – football, cricket, rugby and tennis – whose governing bodies are focused on producing the next champion rather than facilities for the community." The public funding body for sports in England currently receives £240m from the government and National Lottery, and is still looking for a replacement for Mapp, who quit as chair 10 months ago. Mapp stepped down after a disagreement with then-culture secretary, James Purnell, over Sport England's priorities, and he believes not enough effective measures are being taken to increase participation. He said: "I had a survey which showed that despite a £1bn investment in sport by Sport England over 16 years, there had been no increase in sporting participation, and that 51 per cent of the population did no sport at all." With the countdown to London 2012 now underway, Mapp believes that the only way to deliver its sporting legacy is for the government and Sport England to develop a plan to link elite and school sports, as well as investing in coaching. "But ultimately none of this will happen unless the Prime Minister leads from the front," said Mapp, "By creating a cross-government initiative that puts building a sports legacy at the heart of his agenda. The choice Sport England faces is simple: is it for the few or for the many?"
