The "underused" Lowlands Recreation Ground in Harrow, north west London, is set to be transformed into a new outdoor events venue under new plans from the local authority.
Harrow Council's vision for the £1.28m project involves a landscaping of the site to provide space for events that will bring a "vibrant carnival atmosphere" to the centre of Harrow.
The local authority is now planning to shortlist five design teams over the coming few weeks, with an architect selected in September. The new space will open by late August 2013.
