Alternative licensing bill
A number of brewers including McMullen, Jennings, St Austell and Fuller Smith and Turner have endorsed an alternative licensing bill drawn up by JD Wetherspoon chair, Tim Martin. The bill suggests that the control of liquor licensing stays with magistrates and that they could impose a restriction order from midnight if a disturbance is shown. It also wants police right of access to be defined and for under 18s to be permitted to drink in specific circumstances. Martin thinks this bill will be more effective, less bureaucratic and cheaper than the government's: 'We have looked at every aspect of the government's proposals and believe it will be an administrative disaster.'
