Calling time on binge drinking
Late night venue operator, Luminar, has launched its Social Responsibility Charter, urging the government to introduce new regulations under the 2003 Licensing Act to tackle binge drinking and alcohol abuse in the UK.
The charter aims to promote responsible drinking and safer late night entertainment.
It outlines how Luminar’s establishments will assist local authorities in a variety of ways to tackle alcohol misuse, including establishing regimes to reduce the impact of dispersing customers into the community; assisting the police in developing reduction policies for town centre crime, disorder and drunkenness and the detection of drug offences.
Luminar has also proposed that a ‘basement’ alcohol price should be established, which would be agreed at a local level in association with the police and other retailers.
The operator claims that a basement price would prevent licensed establishments from offering drinks with large discounts, which the group believes is a chief contributor to late night civic disorder.
Chief executive, Stephen Thomas, said: “Basement alcohol prices would be an effective way of preventing the scenes of civil disorder in towns and cities across the country. We challenge the rest of the licensed industry to follow our lead in demanding a basement price and calling time on binge drinking.”
