DCMS launches Heritage Protection white paper
The Department of Culture, Media and Sports (DCMS) is proposing a more unified and simpler heritage protection system for England and Wales.
Heritage Protection for the 21st Century is the first white paper on the historic environment for a generation.
The government’s proposed Register of Historic Buildings would simplify the designation of historic places, involving greater public consultation and scrutiny, under the new leadership of English Heritage. This will replace the current long-winded DCMS system of listing, scheduling and registering.
Historic assets will also receive interim protection during the consideration period and new appeals procedures against designation will be introduced.
Listed building, scheduled monument and conservation area consents will be merged with planning permission to streamline the system.
The paper also contains UK-wide proposals for an improved system of marine heritage protection. The measures would broaden the range of marine historic assets that can be protected; make designation decisions easier to understand with simpler and clearer records; introduce interim protection and consider the scope for a new flexible consents system.
