DCMS launches gaming consultation

The Department for Culture, Media and Sport (DCMS) has outlined new proposals aimed at controlling gaming in clubs and premises licensed to sell alcohol.

The consultation document sets clear stake and prize limits on poker in clubs and on all gaming in alcohol-licensed premises, such as pubs.

Under the new proposals, alcohol-licensed premises will no longer have to seek local licensing authority permission for gaming, as long as a set of rigorous stipulations are met.

The conditions prohibit children and young people from participation; limit gaming to ‘equal chance’ games between customers; forbid games like roulette and blackjack; stipulate low stakes and prizes; disallow operators from taking a ‘cut’ from money staked or won as well as participation fees and prohibit games across more than one property.

Richard Caborn, minister for sport, said: “These proposals set out a comprehensive set of rules governing gaming in pubs and clubs to keep it fair and crime free and to ensure that children and the vulnerable are protected.

“Many people have enjoyed low stakes games like bingo, cribbage and dominoes in clubs and pubs for decades and there is no evidence of an increase in problem gambling or crime as a result.

“We need clearer rules and limits on stakes and prizes so that licensees will be in no doubt about what is and is not permitted. Those who abuse these provisions will face tough sanctions.”

Codes of practice will be drawn up in consultation with the industry and regulators to ensure that alcohol licensees comply with the new statutory requirements. Details: ww.culture.gov.uk
