Industry welcomes Budd Report
The leisure industry has welcomed the Gambling Review Body's long-awaited report into the legislation of the gaming sector, led by chair Sir Alan Budd.
The report clears the way for the development of resort casinos, with the 24 hour rule for casinos and bingo halls being abolished, and entertainment and the serving of alcohol will be permitted in casinos. Betting would also be allowed on the National Lottery.
Proposed changes will take place within a clear framework of controls under a single regulatory body, The Gambling Commission, established to licence gambling operators and key workers, and keep crime and corruption out of the industry. The Commission will have extensive powers to check criminal records, share information with law enforcement agencies, and search, seize and prosecute where needed.
The review has come forward with almost all the changes requested by the industry. Chief executive of Gala, John Kelly, welcomes the report: We believe that the Budd Review provides a balanced framework, which will move the gaming industry forward, reflect society's more modern approach to gaming and yet still maintain the fundamental foundations of the Gaming Act.
Comments about the report are due by 31 October, as it makes its way onto the legislative timetable.
