Wycombe District Council has granted outline planning permission for the Project Phoenix scheme.
Cllr Pam Priestley said there were many conditions attached to the permission and that there is still some way to go in terms of design, but the decision is a major step forward in the redevelopment which was first considered by the council over a decade ago.
The 600,000sq ft scheme will include retail units, leisure facilities, housing, a library and a bus station.
Leader of the district council, Cllr Lesley Clarke, said: “Wycombe’s regeneration is a major council priority and this decision means we are moving closer to realising our goal.”
