Kinder Scout in the Peak District - 2,087ft (636m) - is to receive a £2.5m five-year restoration.
Alongside other remedial work, owners the National Trust will be planting cotton grass, heather seed and dwarf shrubs. A temporary sheep-proof fence will be installed to allow the new vegetation to become established, while still permitting access for walkers.
A public consultation is to be launched to decide the location of the fencing and where the access points should be situated.
