The engage Super League is set to expand from 12 to 14 teams from next season.

Celtic Crusaders and Salford City Reds have been awarded three-year licenses by the Rugby Football League (RFL) to join the existing 12 top flight clubs in the new-look competition.

The RFL's decision means that the Bridgend-based Crusaders will become the first Welsh team to take part in the competition in its 13-year history. Together with Salford, it will ensure that the engage Super League has a greater geographical reach from 2009, with representatives from England, Wales and France.

Richard Lewis, the executive chairman of the RFL, said: "We are leading the way by implementing a licensing system that will improve standards both on and off the field. Licensing has already served to galvanise the sport, stimulating clubs into addressing the issues of facility improvements, spectator comfort and the production of more players."

There will be no relegation from the Super League during the three-year license, a move which the RFL hopes will put an end to a system encouraging clubs to overstretch themselves to avoid relegation or gain promotion.

"A three year license provides an environment in which clubs will be able to look long term, giving them a sounder base to invest off the field as well as on it," said Lewis. "This will lead to improvements in stadium, training facilities and club management."

A total of nineteen clubs submitted applications to the RFL earlier this year, including the 12 current engage Super League clubs. An independent five-man RFL board then ruled on each application based on criteria ranging from stadium facilities to financial and business performance. Despite the Crusaders and Salford having stadiums which were adjudged to be "limited and old-fashoned", their bids beat off competition from clubs such as Widnes, Leigh and Toulouse.

The expansion of the engage Super League in 2009, as well as the licensing system and widening the geographical scope of the competition were all objectives of the RFL's Super League Strategy 2005-8. The unsuccessful clubs will be invited to reapply for 2012-14 licenses, while the RFL could expand the competition further still.
